It would be much appreciated if your development environment tweaks such as the potion effect commands, gamerule changes, and automatically selecting creative mode when creating a new world were only applied if an environment variable was set, rather than just checking if it is a development environment.

I'll add a system property for enabling those.

Out of curiosity why are you using Puzzles Lib in a development environment?

I'm developing a mod specifically for a modpack and I have set the run environment to be the modpack's folder. It just happens to be PuzzlesLib is one of many mods included in the pack.
