Implementation: Dashboard Layout

Create and add dashboard display and a layout to be used by the robot operators and for testing.

Create a layout of important information from each system to present to the robot operators. Use shuffleboard in-code layout creation as explained here.

Create a unique class which configures this display and updates it. Consider what we want to see, which tabs, which widgets, how it is organized.
