Recurring Tasks can get stuck in locked status #17

It seems as though, in certain scenarios, that recurring tasks can get stuck as locked. We probably need to do 3 things here:

Add alerting when a recurring task is locked
Investigate why recurring tasks get locked
(maybe) Implement a solution to unlock tasks that are stuck in a locked status
