Currently we create propagation and static routes at the same time.

Expected behavior:

  • Default: routes created by propagation
  • Static routes should be an optional parameter

With the mention that if one removes the static route, given that by default we also enable the route propagation, we end up with an unintended "backup" where AWS creates a replacement of the static route.
