이에 FredReader 쪽에서

elif '.csv' in fname:
    df = pd.read_csv(url, parse_dates=['DATE'], na_values='.')

이 부분이 현재 에러를 일으키고 있습니다.

DATE -> observation_date 으로 변경하면 해결될 것 같습니다.
