Warning suppression

Some warnings can currently overflow the log with an absolute ton of spam. Ideally we should have a way to suppress warnings when they are occurring often.

In the case of Connection X took too long, and was skipped on this cycle warnings, we can make it so this warning is only logged once every N failures. I cannot currently remember what other warnings exist, but I assume similar methods can be applied.
