"”" not rendered properly in comment title

The title above the comments does not properly render "”", instead it is printed as-is. The title of the page is "Tassgästbok" (in Swedish).

If I add a space before the ampersand in your comments.php then it renders is ok...but there is, of course, a space between the title and the quotation mark.
