Quilt Architecture, how do they work?

to do certain kind of tests, you need to know when certain things are done during building and running.

i personally have no high-level understanding of quilt so i can't work on that.
i only feel confident to work on the API and helpers that test features once the server is already loaded and this is the initial scope for V1.
but testing whether resources are loaded is a requested feature, etc.
