Remove Python 3.8 from CI

Python 3.8 went EOL on 2024-10-07.

We can at some point remove this from our wheel generation procedure (although it might be worth doing another release first incase users are still running 3.8).

I'm not aware of any 3.9+ features we would choose to opt in to after we drop support.
