Events should be able to specify the time of day

Currently, it seems, events will only show the day of the event. It should be possible to include a time in the start_date and end_date . The site.event_date_format should be configurable to include the time - although we will need to handle cases where there is no time otherwise it would probably just show midnight .

Also what do about time zones ?
