why calling a folder "public/css"

how will you add new files in public if needed , like images or frontend js?

This is actually github trying to be clever. There are two folders public and css, but public only contains css and nothing else, so github just links to css directly.

If other contents are added to public then github will just display a link to public instead of public/css.
