Describe the bug

"Owner" parameter value is not propagated to sub-stacks for fail-over example:
https://github.com/F5Networks/f5-aws-cloudformation-v2/blob/main/examples/failover/failover-existing-network.yaml

Expected behavior

"Owner" parameter (AWS tag) should be propagated to all the created AWS objects.

Current behavior

The Owner parameter is being ignored.

Possible solution

Update appropriate CFT files

Steps to reproduce

set non default Owner value
launch the failover, existing network stack (link above)
observe tags in AWS GUI

This issue impede owner identification process.
