update as3 to use as3 declare endpoint

SUMMARY

In the 20.2.0 release of Central Manager there is now a "declare" endpoint that provides better compatibility with AS3. The Ansible module should be updated to use the newer endpoint: https://clouddocs.f5.com/products/bigip-next/mgmt-api/latest/ApiReferences/bigip_public_api_ref/r_openapi-next.html#tag/Application-Service/operation/CreateAppSvcsDeclare

It is currently using the "documents" endpoint.
