We don't need to run constellation on our main network nodes since they will never send or receive private transactions. We should disable it to reduce the number of things that could go wrong.

One thing I realized is that our constellation nodes were doubling as constellation bootnodes for the network. We might want to keep constellation on at least observers as long as our independent nodes still use constellation.
