Combine functions to speed up run time

Functions approvalTime, ERsApprovedByRRC, ERsAffiliation use an empty list ERsAccountedFor, which is populated by the ER number once a row is processed to prevent it from being counted again.

Each function builds this list, which is several thousand long and only used as a filtering list.

I should combine those so that these do not need to be counted again, hopefully only do that process once.
