[Bug]: No working SMS provider

Expected Behavior

Currently, the MPM doesn't have a working Telecommunications/SMS provider.

• Bongo is deprecated
• The usage of Android app is discouraged

Actual Behavior

• Add clear documentation about the situation
• Add a working telecommunications provider

Additional Information

Current situation in MPM (from INENSUS):

• Jumeme has custom integration with SMS service provider(Vodacom, not to be confused with Mobile Money) (not shared publicy)
• Volterra uses local provider from Uganda
• In Senegal (Cursera?) uses SMS Android App
• In Mozambique, EcoSYS the focus is on cash payments, no SMS required.
• Viber for Myanmar

There is a difference between "local" SMS providers vs global SMS providers. And their pricing differ by a lot.

There exists a SMS Gateway app which uses a physical phone (or multiple) to send SMS to customers. This is intended as fast-to-get-started solution.
