missing documantation on how to Xenia per game config

hi

i can't find anything about how to setup per game config, default is to have a config file using the structure config{TitleID}.config.toml
but i can't seem to make it apply, then there is the option to add it as part of the shortcut, which i haven't been able to figure out either
