PR is an "issue" on its own, so probably:

Assigning somebody at GH's PR assigns the same person to all the respective cards, w/o assigning them to the actual issues
Assigning somebody to the card while it's in PR list assigns that person on the PR and not on the issue
Whenever the card leaves the PR list, remove all assignees which are not present on the issue (i.e. who wer assigned for PR only)
