They are available for 17.10, 18.04(bionic) and 18.10 in the repositories.
https://packages.ubuntu.com/search?keywords=python-gpg

We will add instructions/pointers to installing these bindings from source(/some other way) later.
Though currently for development we can develop and test inside a bionic/buster container.
These bindings are available in both bionic and buster repositories.
