Failing tests in mosart1_0_37_1

There was a small change added to mosart1_0_27 and put in the lightweight tag mosart1_0_37_1. For some reason this changes causes several exact restart tests to fail, because it can't find the ending mosart history file in the restart leg of the test. So it marks the COMPARE to restart as a FAIL.

The tests that failed in testing of the CTSM tag release-cesm2.2.02 when using mosart1_0_37_1 (but pass with mosart1_0_37) are:
