Bring in new CDEPS externals that resolves some issues with stream filenames...

This resolves the following problem in this discussion

See the following CDEPS issues...

ESCOMP/CDEPS#264
ESCOMP/CDEPS#263

Definition of Done:

  • Update CDEPS to include longer filenames
  • Point to the CDEPS version
  • Update CDEPS to handle NEON/PLUMBER2 filenames better
  • Point to the new CDEPS version with the NEON update

We have updated to a CDEPS tag that resolves one of the issues.
