Jenkins test needs a hosted runner

We don't have the network of all Github runners to add to the Jenkins firewall. We need to install a hosted runner for Github to control the IP address to access Jenkins instance.

It cannot be exposed to the world because we are being spammed by CVEs alerts, even if the requirements of the exploits aren't applicable. As a good measure, we can limit the access to the endpoints that uses Jenkins.
