Unstable login cookie across portals

Describe the bug
Users logging in to Submitter portal (NO), DAC portal (and CEGA Website), reports that returning to a site often has issues.

Helpdesk users also having HD portal in the mix experience this more often, but also regular submission users reports errors.

Hitting the logout button in some portals and than refreshing the page gets you logged in again.

Clearing all "*.ega-archive.org" cookies from a browser sometimes fixes the issue when returning to a site later, and an alternative is to use "incognito" or "private" mode of browser. For helpdesk users this could be temporarily acceptable, but we receive increasing amount of feedback from regular users as well, and asking them to clear cookies (some browsers only allow all or nothing) is not that satisfactory.
