Populate sample metadata sheet for published/sumstats only subs #212

Prefill the sample metadata sheet in the template from the curation database. This will require touching the following services:

depo sync
ingest
template service
backend

Once this is done, we will not need to retrieve metadata from the REST api during metadata conversion/generation: gwas-sumstats-service#225
