Plugin API eFa-configure

I am going to start working on this, this is what I am picturing in my head: obviously adding a plugin menu option to efa-configure. In a plugin folder there will be 3 mandatory files info, install, and uninstall, and one optional for custom menu. This would be a great way to simplify installing some plugins I currently use (greyspam, and uri dns skip), and hopefully will help people get more involved who want to create a plugin themselves.
