improve error message after 'con topics commit' on master

If on master, the user issues 'con topics commit', they correctly get an error message that the resource type is mis-matched, but current branch is reported as '':

Mis-matched resource on default target. Cannot operate on branch '' as 'topics' resource.

That should read "on release branch 'master'"
