Voice Setting dropdowns unable to be scrolled with mouse while themed

Describe the bug

Opening the Discord Settings and going to the Video and Voice, if there are more options on the list that can be displayed at once, normally you can use the mouse wheel to scroll the list down to choose your desired device. However, when a theme is active, mouse scrolling does not function, though it is possible to use the arrow keys to move the selection down.

To Reproduce

1. Have greater than 7 entries in either Input Device, Output Device, or both.
2. Attempt to scroll down further on the list using the mouse wheel.
3. List does not move or change in any way.

Additional context

If the theme is disabled, mouse scrolling through the list works as expected.
