Unopposed returns don't count

This candidate won, but we don't seem to count cancelled polls. This should read 'stood for election once.'

The cancelled flag is doing too much work I think - really need to distinguish between a cancelled election (nobody was elected) and a cancelled poll (somebody was elected, but without a vote)
