Another Edge Case...
Addresses in SK22 4DX were all assigned to the same station (Polling_place_id) in the export. This is what we check to determine if a postcode is split. In this case we would assume it's not split and so query EE by postcode and not show an address picker on the front end.
We do have information about polling districts in the council export, but I'm not sure we always do.
Possible fixes:
Always show address pickers.
make sure we have polling district information and attach to station ids
put address base in everyelection so it can deal with postcodes split by ward/org.
