Create test workflow (github actions) to incorporate CHT in automatic testing (DoD)

• This is mostly about the CHT library
• Need to understand who is using them
• Can we take ownership, write tests, make updates, etc?
• For each repo we need to set up workflow to run tests when changes are made
• Make sure all current tests are passing
• Make new tests for untested code (some have none or very few tests)
• Finalizing the repos, versions, etc
• Check if we have any test fails in FA after these changes.

High priority to get started because this is a larger task
