Run builds and tests on all 3 primary OS: MacOS, Linux based OS(already exists) and Windows.

I tried running it on a Windows-based environment (via AppVeyor CI) today and discovered it won't run.

It would be nice to have Windows support soon.

I am running this through GitHub Actions on a Linux-based environment.

Note that there are Windows and Macos binaries on the release https://github.com/DeepSourceCorp/cli/releases/tag/v0.8.6 . Do they not work?
