Downtime scope and monitor_tag attributes should allow for 'OR' key-value pairs #1958

Currently the scope and monitor_tag arguments of the Downtime() function take lists that are converted to a scope that uses ALL of the key value pairs in the list. We need the ability to specify multiple hosts where the created downtime uses a scope like host:A OR host:B

Hi,

Looking at the comment added by our team, It appears that the tags in the monitor_tags list are treated with an AND operator in the backend, so not much we can do on the client side.
However I believe you can achieve what you intended by creating 2 separate downtimes.
