Improve Region Support

To properly implement #2 some improvements to region support are likely required. The basics are there, but it does need a bit more thought. As per the suggestion from @markstos in #1 I think making use of something like iso-3166-2 would be a good idea.

Other similar modules are listed below and each will be evaluated prior to implementation:

Ideally we will find something that is lightweight enough that when addressit is browserified it's still usable on the clientside :)
