Forge stops loading the game with this mod installed

I've added BWM to RLcraft and have been successful (tested and working) but when I install this Forge seems to time out during the loading process that starts the game. I haven't found any direct reason why it does this, Forge never spat out a crash report or anything, but removing this fixes the issue.

Am I correct in assuming the most recent .jar labeled hotfix2 is the correct file to be installing in my mod directory; or is that file literally an addon hotfix for the other 1.12 file?

On another test of using that .jar I found that Forge stops loading at:
Loading - Initializing 3/7
Rendering Setup - Loading Model Manager 3/5
Loading Resource - Model Manager 1/1
The program stops responding (giving the not responding message for Windows 10) at this point and must be shut down with Task Manager.
