[Accessibility] Create tooltips to explain terminology that could be hard to understand for people with a learning disability

According to 302.9 of Section 508, software must "provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier".

DSpace does this in some places by adding explanatory labels, such as when editing a group (Access Control --> Groups --> Edit Group --> Toggle tooltips on)

To comply further with this criterion, we need to add more of such tooltips site-wide and make them keyboard navigable (the ones mentioned above can't be accessed through the keyboard).

Examples for terminology in DSpace that could benefit from tooltips are:

• Communities (what are they?)
• Collections (what are they?)
• Processes (what are they?)

Terminology when viewing an item, such as

• Publisher
• Research Projects
• Organizational Units
• URI

Any other term that would be difficult or challenging to understand by someone with a learning disability (i.e. any term that is technical in nature).
