As of this writiing, Bootstrap 4 is no longer actively developed and no longer receives critical support. In other words: EOL. In addition it causes frequent noise in the log due to its use of the :lang pseudo-class, to which recent Angular releases object.

Describe the solution you'd like
We should investigate replacing it with the (at the moment) current v5.

While I'm not sure whether we'll find a volunteer in time for 8.0, I'm pulling this over to the 8.0 board just for tracking purposes.
