A .gitignore file should be created for each tier based off this conversation: https://github.com/DSACMS/repodive-CMSGov/pull/1#discussion_r1822736025

Describe the solution you'd like
A .gitignore file for all tiers

Additional context

Should include .DS_Store
Should have a conversation of what should be included in each tier
