I'm not able to resist suggesting MAJOR SCOPE CREEP! Feel free to ignore, there will be no consequences!

At the end of each water year, you could animate through the flow-tiles, with each box having the window of 30 days roll by or easier is probably just doing simple frame by frame transitions through the already animated months. Would also be mega cool to have some initial animation kick the whole thing off (and potentially be something that would grab people if shared on social media) such as each state morphing into the box, or treating the tiles like playing cards that each get flipped over in a quick progression to reveal the pattern underneath.
