Question about signposting to GOV.UK guidance

GOV.UK have practical steps teams can take to apply POUR - should we link out to this?

Replace HMRC link (this and the quick reference are linked out to from the GOV.UK page) - @andyjones81 thoughts?

If people can use this guidance/list to meet WCAG 2.2 we could use the new content pattern for linking out to GOV.UK guidance to follow, as per /disproportionate-burden page
