[feature] 데이터베이스 created_at, updated_at 컬럼 타입 변경 #161

추가하려는 기능 설명

created_at 과 updated_at을 데이터베이스에서 timestamp 타입으로 변경 (현재 date 타입)

이유

메모 최근 순으로 조회하기 위해서 timestamp로 변경되어야 합니다.
자바 코드 상으로는 timestamp로 변경이 되었지만 ddl이 update이기 때문에 반영이 되고 있지 않습니다.
DB에서 직접 수정하지 않고 마이그레이션 툴 등을 사용해서 해결해보고 싶습니다
