[python] setuptools 78.0.1 is breaking sbom generation

We cannot upgrade or install the very latest setuptools package. In fact, we now have to think about the build and install version for setuptools, since our users won't know it either.

Should be fixed by the 78.0.2 release of setuptools:

• Revert removals introduced in v78.0.0 pypa/setuptools#4911
