Describe the issue:

The pg_stat_statements dashboard seems to be using the instant value vs the range value to allow the time range dropdown to work as expected. Also it seems some of them changed to using a mean total instead of the actual value total when it upgraded to v10.

Describe the expected behavior:

The time range dropdown should affect the values shown for most panels
