This update provides a bug fix for the Uber class, that sometimes resulted in an empty ids array being passed to endpoints.

• Bug fix: Fixed Uber class passing empty ids parameter array when no ids had been provided to the command method. Closes [ BUG ] 400 error when trying to delete IOCs using the Uber class #314. _util.py
