conda-24.1.1 update broke pytorch binary validation nightly/release pipeline on Linux #13350

What happened?

Pytorch binaries are validated automatically every night and before release using this workflow.
I see tests starting taking 3hrs+ and timing out when coda was updated to 24.1.1:

Expected behavior or outcome

Here is the same run with coda pinned to 23.11.0 :

These tests normally take 5-10min in avr to execute.

Apologies for the delay @atalman. Did the execution time return to normal with more recent releases of conda (v24.3.0 or v24.4.0)?
