Faster genesis account setup in dev mode #21

Currently, the genesis account setup is done by running

conflux-docker/cfxrun/scripts/index.js

Line 33 in 0136678

async function transferCfx(from) {

, which would cost some time for node to start up. Setting the genesis account by using the genesis account file would be better.

Furthurmore, this can help to setup espace genesis account if Conflux-Chain/conflux-rust#2961 is released
