Receive measures in YAML in context
Distribute the measure into CAML
2.1 Through POST/GET methods (Refer to the APIs in main/README.md)
Store the measures for the given context
Compute metrics from measures for the given context
Store computed metrics for the given context
Publish metrics for reporting
