Data Tables should have headers.

Generally data tables should have headers. Titles for dataframes. I'm not sure how to implement this best. Maybe just markdown, or maybe an extension of using tabulator and panel.

See image. There could be a more explicit title for the data table. Especially since particular classes may display multiple data tables.

In this image, I mean having an inline title for the dataset at the area above where you see the 'Grant Name' column.
