[Feature Request] Additional slotting generator features.

A clear and concise description of what the problem is. Ex. I'm always frustrated when there's a function stub in the release branch.

Describe the solution you'd like
Add BI DLC detection to the slotting generator. There's a function stub for this at the moment and it should be feasible with the available commands and config environment.

The generator doesn't support newbie-blocked slots either so we should go add that in.

Why is this this best way to solve the problem?
It's rare these days but we still have issues occasionally with people encountering in-game adverts because their gear has DLC items inside. It'd be nice for this to be automatically flagged up.
