Bug: release notes action failing

Describe the bug
The GitHub Actions workflow to create release notes when merging a PR from staging to main is failing with an error.

Expected behavior
When a PR is merged from staging into main, the GH Actions release workflow should successfully run to completion.

Please update the action to also include an option for manual triggering so that we can test it easily.
