Add syntax highlighting for .svelte files

Describe alternatives you've considered

This could perhaps be an extension but it's more akin to the first class support JSX files currently have

Additional context

Theres a svelte language project that you may be able to take and implement rather than writing from scratch.

@mattpilott This issue doesn't belong here, it belongs in CodeEditApp/CodeEditLanguages#10 feel free to contribute .svelte, but first make a comment that you're working on it.
